Article 1, Section 9, Clause 3: Congress cannot pass a law stating that a person or group guilty of a crime
Change: Congress can pass a law accusing the guilty
I infer that the Founding Fathers passed this item so that an unfair law wouldn't be passed. There are both positive and negative effects to this change. First, those who did commit a crime would be punished, therefor preventing more crimes, and insuring safety to others. There are also negative effects, including that the fact that a person or group could be accused for a wrong-doing they didn't commit. This may cause problems as the accused plead and fight to prove that they're innocent. There are examples of this today. Many times, right in our neighborhoods, police arrest those who may have been set up, or the evidence points towards them. To show that this change is plausible, citizens who do commit crimes should be rightfully accused and punished, and providing safety to others. I do not support this change, because I think that many would be arrested for a crime they didn't commit.
